The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure under a 100% Small Business Set-Aside, a Wind Instrumentation System which shall collect wind direction, wind speed, and measurement altitude from the surface to 1400 ft. above ground level at altitude intervals of no more than 250 feet. Wind measurement accuracy shall be .5 m/sec and +/- 10 degrees, or better. The system shall be portable and designed so that it may be configured for operation by two persons in no more than 60 minutes once it has been delivered to the test site. The system shall be designed so that it need not be manned during a flight test operation. The system shall transmit the data to a remote station in real time. The receiver shall be capable of interfacing with a real-time display and data logging system. If the system uses radio transmitters for data transmission, the RF equipment shall have NTIA-approved frequency allocations. If the equipment does not have approved frequency allocations, the vendor shall provide a completed DD-1494, Request for Frequency Allocation, to NAWCWPNS. NAWCWPNS shall evaluate the DD-1494 to verify that it is complete and correct, and shall submit the DD-1494 for approval. All radio frequencies used by the system shall be in accordance with the frequency plan in the NTIA Manual. Delivery required FOB destination 60 days after receipt of order.
