MODIFICATION OF PRIOR PRESOLICITATION NOTICE OF 01/23/95: All reference
to ''Selective Non-Catalytic Reduction (SNCR)'' or ''SNCR source'' was
in error; and the notification is reissued as follows. The Tennessee
Valley Authority (TVA) intends to enter into a cofunded contract to
obtain the following by Cost Shared Cooperative Agreement: A source to
supply pilot scale wet electrostatic precipitator (WESP) equipment
which will be used to evaluate the operation, performance, maintenance,
economic and environmental impacts of fullscale WESP units on cyclone
furnace/wet limestone flue gas desulfurization scrubber power
generation stations. The stations are currently fired by Eastern
bituminous coal. The selected source will supply the necessary pilot
scale test installation equipment embodying the most recent technology
in the field and providing flexibility for further demonstrations.
WESP has not been proven in commercial operation to date on large
cyclone or cell burner boilers such as those at TVA. The demonstration
will enable TVA to determine performance and material requirements for
a potential full scale demonstration of the technology. The selected
source will be expected to make a substantial cost shared contribution
to prove the utility of this scale of this technology. Reduction of
opacity, fine particulates and hazardous air pollutants will be
included in the evaluations and predictions. It is anticipated that the
Department of Energy and the Electric Power Research Institute will
participate in the project. Onsite testing and laboratory evaluations
will be performed by a field research testing company to be named by
TVA. Minimum Qualifications: Previous experience in WESP technology,
design, and fabrication and application of pilot scale test results to
support a potential full scale demonstration. The solicitations will
issue approximately 15 days after date of CBD publication. Technical
data will be furnished with solicitation. Performance period: Award
date (estimated May 15, 1995 with delivery of test equipment to TVA
location by August 15, 1995) to May 15, 1996. Request for solicitation
