(202)646-3118 Development of a manual detailing Wellness Programs for
Fire and EMS Departments, in order to enhance the occupational safety
and health for fire and EMS departments/responders. This manual shall
provide guidance, to the target audience of local-level governments and
emergency service departments (fire and emergency medical services
departments, etc.), on how to meet applicable Occupational Health and
Safety Administration (OSHA) and other federal regulatory agency rules,
guidelines, and mandates as they relate to the development and
enhancement of comprehensive Wellness Programs for fire and EMS
departments/responders. A thorough discussion of the issues related to
developing and enhancing comprehensive Wellness Programs for fire and
EMS departments/responders shall be included in the manual. These
issues shall include, but not be limited to, implementation, equipment
needs, medical considerations and guidance, costs, benefits and
drawbacks, management issues related to developing and enhancing
comprehensive Wellness Programs (i.e. dealing with municipal
governments, other agencies, volunteers, labor unions, etc.), use of
consolidated Wellness Programs, contracting for Wellness Programs,
possible areas of financing Wellness Programs, program evaluation, etc.
This requirement is 100% set-aside for small business concerns (See
Note 1), therefore all responsible small business sources may submit a
proposal, which will be considered by this Agency. Solicitation
packages must be requested in writing to the aforementioned address.
