The Department of Energy, Albuquerque Operations Office (DOE-AL) intends to procure on a sole source basis local telephone services for the DOE-AL complex located on the Kirtland Air Force Base, New Mexico and the UMTRA off-premise site. The intended contractor is U.S. West Communications, Inc., 188 Inverness Drive West, Englewood, CO 80122. The local telephone services shall include, but not be limited to providing directory listings, circuit provisioning, circuit maintenance, assignment of Telecommunications Service Priorities (TSPs), and the installation, removal, connection, disconnection, restoration, new additions, changes, and moves of voice and/or data lines. The detailed specifications will be included within the request for proposal. It is anticipated that a Requirements Contract will be issued for a basic year with four one-year options. This sole source acquisition is based on 41 USC 253(c)(1)-US West is the only Local Exchange Carrier (LEC) registered with the State of New Mexico Corporation Commission who is authorized to provide the communication service within this Local Area Transport Arrangement (LATA). Interested firms may identify their interest and capability to response to the service requirements and submit pricing and sufficient technical data to allow evaluation of the local telephone services proposed. (SEE NUMBERED Note 22). The SIC number is 4813 and the size standard is $11 million. Responses to this notice of intent must include the appropriate GSA contract number pertaining to the services described (if applicable) and should provide information as to whether your organization (together with its affiliate) is a large or small business. This acquisition is being conducted under the regulatory delegation of GSA's exclusive procurement authority for FIP resources. The specific GSA DPA case number is not applicable.
