sole source action as orginally published omitted several lines of
descriptive text. All other information publicized in the original
synopsis is correct. - This is a proposed sole source one (1) year
support services contract with four (4) one (1) year options to MITRE
Corp. to evaluate the technical and economic merits of current direct
and indirect coal liquefaction technologies and other similar emerging
technologies such as coal-waste coprocessing and biogasification
technologies, monitor progress in these technologies, identify
long-range R&D areas that have the greatest potential for process
improvements, and preliminarily investigate best configurations and
associated costs for refining coal-derived and other non- conventional
liquids in existing petroleum refineries. MITRE has developed
specialized and unique databases and spreadsheet models which are used
to preliminarily evaluate new and emerging fossil energy technilogies.
The contractor will screen process alternatives and provide preliminary
data and information required to set the basis for doing more detailed
process studies using commercial process development techniques and
software such as linear programming and Aspen Plus. Such preliminary
screening saves significant time and money in accomplishing the
subsequent, more expensive, detailed process studies. The databases and
spreadsheet models are continuously checked and updated with results
obtained from the detailed process studies to maintain the validity of
spreadsheet models. Three major tasks are included as follows: (1)
Technical and economic analysis of direct and indirect coal
liquefaction technologies (2) Perform analysis and case studies of
waste/coal co-processing to be located at existing coke plants and
petroleum refineries. (3) Analysis of solvent extraction and mild
liquefaction processes being developed to determine the viability of
