R -- INDEFINITE QUANTITY CONTRACT FOR CIVIL/STRUCTURAL ENGINEERING SERVICES FOR NAVY PUBLIC WORKS CENTER JACKSONVILLE SOL N68931-94-R-8342. Contact Gail Aust, (904) 772-5031, extension 8245. Civil/Structural Engineering Services are required for preparation of plans, specifications, cost estimates, related studies, and all associated engineering services for projects located in Florida, Georgia and South Carolina within a 250 mile radius of Naval Air Station, Jacksonville, Florida. Most designs will be for projects within an Estimated Construction Cost (ECC) of less than $100,000. The Government will reserve an option to negotiate construction inspection services and preparation of Operating and Maintenance Support Information (OMSI). The type of projects expected to be performed under this contract are identified below. The firm mustbe able to demonstrate it's (and consultants') qualifications (with respect to the published evaluation criteria) for the preparation of plans, specifications, cost estimates and reports for work that includes, but is not limited to, water, sewage, and storm management studies; permits and designs; surveying; geotechnical investigations; landscaping; designs for maintenance and repair of infrastructure items such as roads; sewers, piping, runways, taxiways, drainage and grading; and structural analysis and design. Projects can be new work, repairs or renovations to existing facilities. The following criteria will be used for selection with evaluation criteria (1) through (5) being of equal importance; criteria (6) and (7) are of lesser importance than criteria (1) through (5). Specific evaluation criteria include: CRITERIA (1) Specialized Experience: Firms will be evaluated in terms of their past experience with regard to the design of the work listed above. CRITERIA (2) Qualifications: Professional Qualifications and technical competence in the type of work required: Firms will be evaluated in terms of the design staff's: A) Active professional registration in the state in which the design service will be performed. B) Experience (with present and other firms) and roles of staff members specifically on projects addressed in evaluation criteria number one. C) Education in the disciplines required by this contract organization and office management as evidenced by management plan for this contract. CRITERIA (3) Capacity: Firms will be evaluated in terms of: A) Ability to perform multiple projects concurrently and complete between 10 and 20 taskings each year with a total potential fee of $500,000 per year (show current andprojectedworkload with a plan and schedule on how you proposed to accomplish the work). b) Capability to provide qualified back-up staffing for key personnel to ensure continuity of services and ability to surge to meet unexpected project demands. CRITERIA (4) Past Performance: Firms will be evaluated in terms of (with emphasis on projects addressed in criteria number one): A) cost control techniques employed by the firm as demonstrated by the ability to establish an accurate project budget design to this budget as evidenced by the low bid amount. B) the firms' quality of work as demonstrated by the history of design-related change orders issued during construction. C) Demonstrated long-term business relationships and repeat business with Government and private customers, and performance awards/letters of recommendations received. CRITERIA (5) Quality Control Program: Firm's internal quality control program used to ensure technical accuracy and interdisciplinary coordination of plans and specifications. CRITERIA (6) Geographic Location: A) Firm location and knowledge of the geographic area identified for the work (provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project). B) Knowledge of local codes, laws, permits and construction materials and practices of the geographical area identified. C) Knowledge of probable site conditions that may arise in this area. CRITERIA (7) Volume of Work: Firms will be evaluated in terms of work previously awarded to the firm by the DoD with the objective of effecting an equitable distribution of DoD A&E contracts among qualified A&E firms including small and small disadvantaged business firms and firms that have not had prior DoD contracts. Firms are required to prepare cost estimates utilizing the computerized CES, when applicable, and specifications in the SPECSINTACT system format. Digital Graphics database of any site survey may be required. If so, the survey, and all drawings forming a part thereof, shall be submitted in an AutoCAD compatible format, either DXF or DWG, on DOS high density floppy disks. The design contract scope may require evaluation and definition of asbestos materials and toxic waste disposition. Fee negotiations would provide for laboratory testing and subsequent preparation of plans and specifications may require definition of removal and/or definition of disposal process. Firms responding to this announcement must be prepared to accept the aforementioned as a part of their contract responsibility. The duration of contract will be for one (1) year from the date of an initial contract award or $2,500,000 in fees, whichever comes first. The Government reserves the option to extend the contract an additional 12 months or $2,500,000 in fees, whichever comes first. Subject to necessary changes, the total A&E fee that may be paid under this contract will not exceed $5,000,000. The work will be ordered by issuance of delivery orders at predetermined rates. The guaranteed minimum is established at$25,000. Multiple awards may be made as a result of this solicitation. No other general notification to firms for other similar projects performed under this contract will be made. Type of Contract: Firm Fixed-Price Indefinite Quantity. Estimated start date is August 1995. Architect-Engineer firms which meet the requirements described in this announcement are invited to submit completed Standard Forms (SF) 254 (unless already on file with this office) and 255, U.S. Government Architect-Engineer Qualifications, to the office shown above. Interested firms are requested to include telefax numbers in Block 3a of the SF 255, and the Contractor establishment Code (formerly the DUNS number), Commercial and Government Entity (CAGE) code, if known, and Taxpayer Identification Number (TIN) in Block 3. In Block 10 of the SF 255, discuss why the firm is especially qualified based upon synopsized evaluation factors; provide evidence that your firm is permitted by law to practice the professions of architecture or engineering, i.e., state registration number. Use Block 10 of the SF 255 to provide any additional information desired and continue Block 10 narrative discussion on plain bond paper. All information must be included within the SF 255; cover letter and other attachments will not be considered in the evaluation process. Provide a synopsis of the scope of work, point of contact and telephone number for each project listed in SF 255, Block 8. Label the lower left hand corner of the envelope with the solicitation number. Firms responding by 4:00 p.m. EST. April 10, 1995 will be considered. Facsimile responses will not be accepted. Firms responding to this advertisement are required to submit two copies of qualification statements. The Synopsis Qualification Statements should clearly indicate the office location where the work will be performed and to identify the individuals and qualifications of those anticipated to work on the contract and their geographic location. This proposed contract is being solicited on an unrestricted basis, therefore, replies to this notice are requested from all business concerns. Before award of contract, the Architect-Engineer (if not a Small Business Concern) shall agree in the contract, by incorporation of an acceptable small business and small disadvantaged business subcontracting plan in accordance with FAR Part 19.7, that small business concerns and small disadvantaged business concerns shall have the maximum practicable opportunity to participate in contract performance consistent with its efficient performance.
