Miller, Contracting Officer, (301) 443-2475 LINE SOURCES SOUGHT #3 The Public Health Service is seeking qualified ''Buy-Indian'' sources to perform a nationwide assessment of the Indian Health Service's (IHS) substance abuse treatment program for adult women. The effort will focus on the impact that IHS-supported projects have had on women clients over time and the identification of practices which appear to contribute to a diminution of substance abuse. The effort will include a longitudinal assessment of women clients of the IHS-supported centers. Firms having the required specialized capabilities to meet the above requirements should clearly demonstrate the following: variety and quantity of technical expertise (principally in-house) to design and implement a nationwide evaluation of a government-sponsored substance abuse treatment program incorporating quantitative and qualitative methodologies; the ability to carry out project tasks within tight timeframes over several years; and have sensitivity, knowledge, and preferably, experience working with persons and institutions in reservation, rural, and urban American Indian and Alaskan Native communities as well as with persons and institutions involved with/attending substance abuse programs.
