BATTLE CREEK, MICHIGAN Sol. DAHA20-95-R-0003. Contact Point: Eva
Lauchie' (517) 483-5902. PRESOLICITATION NOTIE: An indefinite delivery,
indefinite quantity, Job Order Contract (JOC) is contemplated for
multiple discipline multi-year maintenance, repair and minor
construction for the Battle Creek ANG Base, Battle Creek Michigan.
Delivery orders shall be based on individual projects and may be issued
over a period of one (1) calendar year from the date of award, with
options to extend the basic contract annually for four additional
years. Individual delivery orders shall not exceed $300,000. The
minimum guaranteed value of this contract is $5,000. Source Selection
procedures in accordance with FAR 15.612 shall be utilized. The
contractor must either (1) be located within a 60 mile radius of Battle
Creek ANG Base or (2) establish an office with an organization and
construction equipment sufficient to perform at least 20% of the actual
construction work for each individual delivery order, with a full-time
principle agent within a 60 mile radius of Battle Creek ANG Base.
Under the second criteria listed above, said office must be opened for
business from 8:00 a.m. to 4:30 p.m. daily. The principle agent must
have full power and authority to act upon the behalf of the Contractor
for all work to include delivery order estimating and negotiations. At
the Contracting Officer's decretion all negotations will be conducted
at the Battle Creek ANG Base with the contractor's agent (must be able
to estimate, negotiate and bind the contractor) present. The
successful Contractor will have fourteen calendar days to have the
above mentioned office operational, prior to award. The cost of
mobilization, demobilization, operational office expense and the cost
of a superintendent will be included in the coefficient. The Contractor
must superintend construction work on site at all times. Subcontracting
for work and simply adding Contractor overhead and profit to this
subcontracting cost does not amount to Contractor performance under
this contract for purpose of computing the amount of Contractor work
stated above. The cost of material will not be included in computing
percentage of work performed by prime contractor. The brokering of a
federal contract is considered prohibited behavior and is not in the
public interest. Brokering is where a business obtains a Government
contract, but performs none of the actual construction work, and
instead subcontracts all of the construction work adding its overhead
and profit to the subcontractor costs. This procurement is being
considered for a 100% set aside for small disadvantaged business (SDB).
Interested (PRIME) SDB concerns, should, as early as possible but not
later than 10 days after this publication indicate interest in the
acquisition as a prime or as a subcontractor by providing written
notice to the contracting office above which includes a positive
statement of eligibility as a small, socially and economical
disadvantaged business concern (SDB), specific information which
demonstrates the capability to perform projects of this complexity and
magnitude and complete information concerning experience in similar
work (identify current of past government and private sector contracts
including agency, contract number, technical POC and phone number,
Contracting Offier, and phone number), and financial status which
includes bonding capability. If adequate interest is not received from
SDB concerns, the solicitation will be issued on an unresticted basis.
Therefore responses from all business concerns are requested. Replies
to this office must indicate whether they are small, small
disadvantaged, 8 (a), or large business. The standard industrial
classification (SIC) code is 1542. The small business standard is a
concern including its affiliates having an average amount of sales or
receipts for the preceding three fiscal years not in the excess of $17
million. Requests must be in writing and must cite solicitation
number, complete mailing address, phone number, cage code (if you have
one assigned), contractor establish code and must be sent to the
address listed in this announcement. There is a non-refundable document
