REPAIR, RETROFIT AND CLOSURE OF UNDERGROUND/ABOVEGROUND, BASEMENT AND
VAULTED TANK SYSTEMS IN THE BALTIMORE DISTRICT AREA Solicitation

Specialist, Actg., (410) 997-6225. The contract resulting form this
solicitation will include services for the installation, replacement,
repair, retrofit and closure of underground/aboveground, basement and
vaulted storage tank systems (UST) for the Baltimore District Area at
various USPS owned or leased facilities. Contractors working the State
of Maryland have to be licensed construction contractors by the State
of Maryland. In addition, all UST Contractors must be certified by
each applicable UST system component manufacturer with documented
proof. The contractor shall become familiar with all details of the
work, verify all dimensions in the field, and shall advise the
Contracting Officer or his representative of any discrepancy before
performing any work. All applicable projects must have an installation
check list completed by the installer with a copy given to the
Contracting Officer or his representative. Contractor must sign an
affidavit that the applicable UST installation was done in compliance
with local, state and EPA Regulations. This affidavit must be
notarized. At the discretion of the Contracting Officer, one or more
contracts may be awarded. Contactors must have a minimum of two (2)
years experience as of the date of issue in this type of work.
Contractors must also possesss the capabilities of working at least
three to four jobs at the same time. Specific Work Order/s will be
issued by the Contracting Officer in accordance with the Unit Price
Schedule and Specifications. One or more ``Work Orders'' will be issued
totaling not more than $250,000.00 during a two (2) year period of the
contract. The initial limit of $250,000.00 may be increased by
modification as agreed upon by the Contractor and the Contracting
Officer up to the maximum of $1,500,000.00. The Postal Service
guarantees no specific number of Work Orders nor a specific amount. The
contractor will not be required to perform work under any work order
where the value of work in any one building is less than $500.00.
Offerors will be required to submit One (1) ``Multiplier'' to be
applied to the various Unit Prices established in the ``Unit Price
Schedule''. The Multiplier must contain the Offeror's overhead, profit,
bonds, insurance and all other contingencies. No allowance for such
items will be made after contract award. Offers are due by 2:00 P.M. on
April 13, 1995. Plans and Specifications will be available at $30.00
per set, non-refundable, referencing Solicitation #232098-95-A-0100.

Please do not send cash. Solicitation Packages will be issued on or
about March 13, 1995. Solicitation packages may be obtained at the
Facilities Service Office, U.S. Postal Service, P.O. Box 701, Columbia,
MD 21045-0701. Since this is a negotiated Solicitation, offers will not
be publicly opened. The number of offers received, the identity of the
offerors, the amount of any offer, or relative standing of the offer
will not be disclosed to anyone except those Postal personnel whose
official duties require such information until award of contract is
made. Personal visits and telephone calls for the purpose of discussing
this project are discouraged. The Postal Service reserves the right to
