Department of Justice intends to place an order with Sony Electronics,
Inc. against GSA Schedule contract GS-OOK-93-AGS-0491PS02 for the
purchase and installation of 14 Sony Trinicom PCS-2000A/2
Videoconference Rollabout Systems. The Sony PCS-2000A/2 is a standards
based system and interoperates with other standards based
room/roll-about systems or desktop systems (standard mode only). The
Sony Trinicom PCS-2000A/2 must be equipped with standard Dual Port V.35
Interface, standard Single Port RS-449 Interface, RS-232C Single Data
Port, additional audio and video connections for input and output, and
27'' Monitor. Motion Video operation is in ITU (International
Telecommunication Union) (formerly CCITT) standards H.261 coding, NTSC
Video signal, CIF and QCIF picture elements all operating in bandwidth
between 56k(64K) and 384kbps (kilobits per second). Audio operation is
ITU standards compliant with coding of G.722 @ 7.0kHz (48/56kbps),
G.711 @ 3.4kHz (56kbps), and G.728 @ 3.4kHz (16kbps). Microphone and
speaker operation is infrared for wireless or can be wired. The camera
operation will be automatic with manual override, 1/3'' CCD. Camera
has ability for Far-end control between like systems. All camera
control includes Zoom, Focus, Pan, and Tilt. Graphics capabilities
exist with JPEG (Joint Photographic Expert Group) compression method.
Document camera capabilities and printing of graphics and/or documents
to a HPIV printer is standard. The Sony PCS-2000A/2 also utilizes a
Drawing tablet for control and white board type drawing. All control is
done mainly with an infrared remote control, the remote control is
unique to the Sony PCS-2000A/2. Interface cables to be included are
V.35/RS-366 (2) and RS-449/RS-366 (1). The Sony Trinicom PCS-2000A/2
videoconference rollabout sytem is fully ITU Standards compliant. No
contract award will be made on the basis of any response to the notice
since the synopsis of intent to place an order against a GSA schedule
is not considered a request for offers/proposal. All responsible
sources may submit two (2) copies of written responses which identify
their interest and technical capability to respond to the requirements.
Written responses should include the GSA contract number, if
applicable, prices and full technical proposal showing ability to meet
requirements, and must be received within 15 calendar days after
publication of this notice. Faxes and/or oral communications are not
acceptable and will not be considered. The Executive Office for United
States Attorneys has evaluated a large number of standards based Video
Teleconferencing (vtc) systems. Only systems which have previously
responded to CBD Announcement Number DOJ-SPU-94-016, printed on June 6,
1994, and have been tested during the original pilot will be
considered. No solicitation document exists and no telephone inquiries
shall be accepted. If there is not affirmative response to the effect
that a comparable source is available and that it is more advantageous
to the Government than acquiring from the cited GSA schedule 58, an
order will be placed with Sony Electronics, Inc. under the terms and
conditions of their GSA contract. All information should be submitted
