66 -- IN-SITU DEVELOPMENT AND ENVIRONMENTAL ASESSMENT CHAMBER Sol C500187T1. Contact Point, Richard Makepeace (513)366-2044. The U.S. Environmental Protection Agency (EPA) has a requirement for an In-Situ Development and Environmental Assessment (IDEA) Chamber. The EPA will contract for one turnkey environmental test chamber which is to be used for the testing of in-situ biotreatment technologies for contaminated soil under a wide range of temperatures, humidities and solar intensities. Precipitation events will also be simulated in this environment if necessary. These conditions may vary over time depending on the needs of individual experiments conducted in the chamber. The IDEA chamber must contain the following components: 1) Control Room and Contamination Reduction Zone (CRZ) Room, 2) Secondary Spill Containment, floor grating, pneumatic pumps, 3) analytical instrumentation, 4) monitoring equipment for temperature and relative humidity, 5) simulated sunlight system, 6) incubator boxes for treatability studies, 7) climate control system. The chamber will allow for temperature variations from 0 degrees fahrenheit to 120 degrees fahrenheit; humidity variations from 10%RH; and (full spectrum) solar intensity variations from 0 to 950W/m. Incubator boxes for the containment of contaminated soil will be required as will secondary containment for the environmental chamber. A control room will be necessary to house data monitoring and chamber control systems. The chamber will have to comply with all pertinent federal, state, local and facility related safety standards. Finally, the chamber will have to accomodate the installation of fire suppression sprinklers, emergency lighting and ground fault circuit interrupters. A contamination reduction zone is needed to allow for the removal and decontamination of personnel protective equipment. The contamination reduction zone and control room should be an integral part of the test chamber. The enviromental test chamber (including control room and contamintion reduction zone) will be delivered to an EPA laboratory in Cincinnati but no installation will be required. Specifications and drawings will be provided in the solicitation which is expected to be released in April, 1995. Proposals will be due in May. The EPA anticipates a firm fixed price type contract.
