CONTRACT INFORMATION: Architect-Engineer Services are required for various types of Civil Works projects in the Huntington District geographic area (portions of Kentucky, Ohio, West Virginia, Virginia and North Carolina). A-E services will include the design, layout, preparation of design computations, contract drawings, specifications and estimates. This announcement is open to all businesses regardless of size. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in May 1995. It will consist of individually negotiated work orders with a cumulative total not to exceed $750,000.00 during the one year base period, with a one year renewal option. If a large business is selected for this contract, it must comply with FAR 52.219-9, regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is not required with this submittal. 2. PROJECT INFORMATION: The work will require expertise in buildings, bridges, roads, bank protection/channel improvement, portions of navigation (locks and dam) projects, flood control dams, local protection, sanitary and water projects, pump stations, recreation and HTRW. Disciplines include, but are not limited to Civil Engineers, Structural Engineers, Mechanical Engineers, Electrical Engineers, Specification Writers, Estimators, Engineering Technicians, and Draftsmen/CADD Operators. Drawings must be prepared on a CADD System and must be directly compatible with the Intergraph CADD System or translated at 100% compatibility by the A-E. Capability for scanning hard opy into the CADD is also preferred. Work may require using the metric system. Quality Control Plans will be required. Specifications shall be prepared with a personal computer compatible with IBM AT computers and using WordPerfect 5.1 software. 3. SELECTION CRITERIA: See Note 24 for general selection process. Criteria which will be used in the evaluation of A-E firms to be considered are as follows: (1) adequate number of experienced professional staff to perform the required work, (2) capability to perform the work in a timely manner, (3) specific prior experience in work items listed above, (4) CADD capability, (5) past performance ratings for Corps of Engineers projects, (6) current workload (Department of Defense contracts), and (7) geographic location. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capability to perform the work and who desire to be considered must submit a completed SF 255 and appropriate data. A completed SF 255 should also be included for all subcontractors or joint venture partners. Only SF 255's received in this office by close of business on the 30th day after the date of this announcement will be considered. If the 30th day is a Saturday, Sunday, or Federal Holiday, the deadline is the close of business of the next business day. If a SF 254 is not on file with the U.S. Army Corps of Engineers, a current SF 254 should also be included. The revised edition of the SF 254 and SF 255, dated 11/92 must be used. This is the ''ONLY'' edition that will be accepted. No other general notification to firms will be made and no further action is required by the Government. Solicitation packages are not provided.
