The Navy Public Works Center, San Diego, California is currently
seeking sources for architectural and engineering planning services
(multi-disciplines) for the preparation of engineering studies, concept
studies, Military Construction (MILCON) documentation, Basic Facility
Requirement (BFR) documentation, special project documentation, cost
estimates, environmental documentation, preparation of base master plan
studies, and economic analysis. An indefinite Quantity firm fixed price
type contract will awarded to the selected, most qualified firm
responding to the announcement. The Indefinite Quantity contract shall
be for $300,000. The contract shall be for one year or until the
$300,000 limit is reached. The proposed contract includes a second year
option for an additional $300,000. The service required may include,
but not be limited to, all or part of the following: Architectural:
involves demolition, repairs, maintenance, alterations, and new
contruction, including the Quality of Life and Code requirements, ADA
requirements, fire protection requirements, on-site/off-site
developments, sidewalks and parking areas. Civil/Structural: involves
subsurface investigation, cathodic soil testing, earthquake seismic
life safety requirements, demolitions, repairs, alterations, and new
contruction. Plumbing/Mechanical: involves repair, alterations and new
construction of the following types of facility components (1) utility
distribution systems (gas, water, oil, steam, compressed air),
above/underground, (2) cathodic protection systems for underground
tanks/pipelines, treatment/disposal facilities, (3)
heating/ventilating/air conditioning systems, (4) liquid and hazardous
waste storage, treatment/disposal facilities, (5) fire protection
system, (6) plumbing system (e.g., domestic & industrial waste,
portable water, swimming pool), (7) mechanical plants (e.g., steam, hot
water, compressed air), (8) mechanical systems (e.g., elevator,
material handling systems, hydraulic systems, and industrial process),
(9) dust collection and abatement systems, (10) cogeneration plants,
(11) underground and above ground storage tank systems, (12) lead and
asbestos removal abatement, (13) automatic controls, and (14) diesel
and gasoline engine. Electrical: involves repairs to indoor/outdoor
electrical distribution systems and related equipment, lighting and
control circuits, fire alarm and intrusion systems, UCS, engery
monitoring systems, cathodic protection systems, effects or
electromagnetic radiation on personnel & ordnance, communication &
2-way radio systems, and removal of PCB transformer; Archeological and
Historical preservation reports, and studies including development of
mitigation procedures. When the indefinite quantity contract is
awarded, the fee for any individual negotiated work order is NTE
$200,000 with a cumulative total of all work orders NTE $300,000 during
one year period. Commencement and completion of work is subject to the
requirements of individual work orders. This limitation also applies
to subsidiaries and affiliates of the firm. A-E selection criteria is
listed in descending order of importance as follows: (1) professional
qualifications necessary for satisfactory performance of required
services; (2) recent (1989 to present) specialized experience and
technical competence of the firm in the type of work required; (3)
capacity to accomplish the work in the required time (i.e. staff
availabiltiy, status of current projects and estimated completion
dates); (4) past performance on contracts with Government agencies and
privated industry in terms of cost control effectiveness (list in
Block 10 specific examples of project estimates versus the initial
construction contract award amount and the final total construction
cost including change orders. NOTE: Specific examples must be citied in
Blocks 8 and 10 of the SF 255 and must be related to project being
advertised) quality of work (i.e. results of past projects performed,
list of awards, commendations, and performance evaluations; provide
names, position titles, and telephone numbers for points of contact)
briefly describe internal quality assurance/quality control procedures,
and compliance with performance schedules (i.e. schedule/contractual
completion date versus actual performed completion date); (5) Location
in the general geographic area of the project and knowledge of the
locality of the project (local site conditions and design
requirements), provided that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project, (6) list the small or disadvantaged or women-owned business
firms as primary consultants or as subcontractors, and (7) value of DOD
contract awards within the last 12 months. Evaluation criterion (1)
through (4) are the primary evaluation factors in the determination of
the most highly qualified firm. Criterion (5) through (7) are
secondary factors that will become a consideration in the event that
all firms are considered equal on factos (1) through (4). For the
definitions of ''small business'', ''small disadvantaged business'' and
''emerging small business'', please refer to the Federal Acquisition
Regulations (FAR) Part 19. Architect-Engineer firms which meet the
requirements described in the announcement are required to submit the
following: current SF 255, U.S. Government Architect-Engineering
Qualifications, including an organizational chart of key personnel to
be assigned to the projects, a current SF 254 Architect-Engineer and
Related Services Questionnaire and any Consultant/Subcontractor's
current SF 254. Supplemental information regarding specialized
experience should be included on the SF 255: Block number 8(c) shall
include the title, brief description and a client point of contact with
phone number for each project cited as specific experience. Block
number 10 must be specifically structured to respond to the selection
criteria as listed in the announcement. Block number 10 of the SF 255
must also include the responding firm's clear and concise
identification of the types of services and projects in which they have
specific expertise. To alleviate duplication of effort, specific items
identified in block number 10 may cross reference to specifically
cited items in block number 8(c). Responding firms are required to
clearly identify tasks to be performed in-house and those to be
subcontracted. Firms must submit the names and supporting
