Leak detection and monitoring services for Air Combat Command sites and locations throughtout the United States. Services will include installation of leak detecton monitoring systems with provisions for technical and analytical techniques necessary to test to 0.5 gal/hr or less on underground storage tanks (range: 1,000 to 50,000 gallons) and underground piping at the following locations: Cannon AFB NM, Davis-Monthan AFB AZ, Holloman AFB NM, Little Rock AFB AR, Nellis AFB NV, Offutt AFB NE, Barksdale AFB CA, Beale AFB CA, Dyess AFB TX, Ellsworth AFB SD, Langley AFB VA, Minot AFB ND, Moody AFB GA, Mt Home AFB ID, Pope AFB NC, Shaw AFB SC and Whiteman AFB MO. In addition, leak test and analyze the systems, and provide sample analysis as required by EPA and state regulations. Tannks and piping must remain in service throughout the installation of the systems and testing. Above ground storage tank leak detection monitoring will be required. The contract performance period will include a basic year and four, one year options. Prospective contractors must meet all Federal, state and local EPA requirements for UST leak detection and all of the State of Virginia requirements for AST leak detection.
