Technical Applications Center (AFTAC) at Patrick Air Force Base,
Florida intends to increase the ceiling amount on Contract No.
F08650-93-D-0050 with Science Applications International Corporation
(SAIC) by $6.17 million. AFTAC requires support in the following areas:
(1) The contractor will provide support to United States Nuclear
Detonation Detection System (USNDS). The USNDS is the atmospheric and
space detection portion of the US Atomic Energy Detection system
(USAEDS) located at HQ AFTAC. Critical tasks requiring contract support
include technical, engineering, scientific, logistics, and acquisition
management support to the USNDS during the development, testing,
sustainment, and upgrading of the USNDS. Expert knowledge of space
sensors, ground processing systems, and the control segment built to
command orbital spacecraft is mandatory. A minimum of 2 to 3 years of
applicable experience combined with prior technical training/education
in this area is considered minimal qualifications, (2) The contractor
will also support the AFTAC Distributed Subsurface Network (ADSN). The
contractor will develop technical instructions (TIs) to support
adequate ADSN operation and maintenance capabilities. A minimum of four
years seismic analysis software experience dealing with distributed
processing architecture, international data monitoring systems, USAEDS
data processing, and wide area network communication systems. Prior
experience with the ADSN architecture and the Air Force TI development
process is mandatory, (3) The contractor will provide support to the
Prototype National Data Center (PNDC) computer hardware/software
development. This effort includes support to the Group of Scientific
Experts Technical Test 3 (GSETT-3). The contractor must be familiar
with newly developing Air Force requirements to include technical
monitoring and policy analysis of treaties such as CTBT. The contractor
will support existing efforts such as database development/tuning, data
integration from both SCI and non SCI sources, software rehosting, and
data processing and analysis algorithms in order to properly
system-engineer and implement an operational off-line data analysis
architecture. A minimum of 3 years seismic analysis software experience
dealing with distributed processing architecture, international
monitoring systems is required. Four (4) years experience with Expert
System for Association and Location (ESAL), General Database Interface
(GDI) and Data Access Programs is required. (The SIC for this
acquisition is 8711 and the size standard is $2.5M.) Contractors must
be familiar with AFTAC's classified mission and have Top Secret/SCI
clearance and an approved DIS SCI facility. Contractors having the
ability to provide these services must submit written notification that
demonstrates their ability to satisfy these requirements. Responses
must be received within 10 calendar days after the date of this notice.
No solicitation document exists, therefor, requests for such documents
will be considered invalid responses. Authority: 10 U.S.C. 2304(c)(1),
