The U.S. Department of Labor, Employment and Training Administration (DOL/ETA) is soliciting proposals to design, test and evaluate the Lifelong Learning Demonstration. This Demonstration will evaluate the use of Individual Education Accounts (IEAs). IEAs are direct student loans with flexible repayment options based on an individual's income. The period of performance for the prospective award will be 12 months from the date of contract execution plus three (3) 1-year options at the discretion of the government. The requirement is let under full and open competition and as such is subject to FAR clause 52.219-9 Small Business and Small Disadvantaged Business Subcontracting Plan. The Department of Labor expects the successful awardee to present a subcontracting plan that will afford the maximum practicable opportunity both in terms of dollars and work experience. Requests for proposals will be available upon written request only, approximately 15 days from the date of publication, on a first come, first-served basis until the supply is exhausted. Telephone requests will not be honored. For requests made after the supply is exhausted, the Contracting Officer may determine whether payment of a fee is warranted. The fee will not exceed the actual cost of duplication of the solicitation documents. Closing date for receipt of proposals will be May 1, 1995 at 2:00 p.m. local time. Requests must cite RFP-DAA-95-15 and must include two self addressed labels. Failure to enclose labels may cause delay in receipt of the solicitation. No collect calls will be accepted. (066)
