announcement for the Lightweight Video Reconnaissance System (LVRS).
The LVRS consists of a ruggedized manportable Out Station and a vehicle
installed Base Station capable of exchanging still frame images using
a Single Channel Ground and Airborne Radio (SINCGARS) to enhance the
reconnaissance capability of the front line scouts. The Out Station
shall weigh less than 16 pounds and be operated and carried by an
individual dismounted scout equipped with a SINCGARS VHF Manpack Radio
AN/PRC-119 radio, Ruck Sack, and Load Bearing Equipment (LBE). The Out
Station shall provide the scout the capability of capturing, storing,
compressing, and transmitting still frame images in addition to
recording live video on a magnetic medium. The Out Station shall
consist of the following components: a. Ruggedized video camera with
day and night capability, mounting accessories, ruggedized enclosure,
battery recharger (if applicable), and video recorder. b. Data
Compression and SINCGARS Interface Unit (DCSIU). c. User interface
remote control module (RCM), if applicable. d. Carrying equipment
permitting the Out Station to be carried in the field by a dismounted
soldier with full LBE and a Ruck Sack. e. Cleaning accessories. The
Base Station shall be located at the Tactical Operations Command (TOC)
in a HMMWV, M577, or S250 shelter where the images transmitted from
the Out Station will be analyzed, reproduced, and disseminated to other
TOCs. The Base Station shall have the capability to receive, store,
compress/decompress, image processing, print, and retransmit still
frame images in addition to viewing live motion video when connected to
the Out Station video recorder. The computer module and printer shall
be powered by 28 Vdc vehicle power, or 110 VAC power generator. The
computer module shall also have an internal battery as a secondary
power supply. The Base Station shall consist of the following
components: a. Computer with keyboard, video monitor, periphal
interfaces, and carrying case. b. Image printer with carrying case. The
award will be for a two-year contract and will have a total basic
quantity of 30 Base Stations and 90 Out Stations (divided between the
two years) with a 200 percent option. This will be an Non-developmental
solicitation with bidders required to submit a complete system with
their proposals for evaluation. The award will be for a Firm Fixed
Price contract and successful bidder will be determined as the proposal
that offers the ''Best Value'' to the Government. This data is provided
solely for informational purposes and should not be relied upon as a
basis for the preparation of an offer. All responsible sources may
submit a proposal which shall be considered by the Agency. The U.S.
Army Communications Electronics Command (CECOM) has established an
Electronic Bulletin Board (EBB) to provide electronic transmittal of
Request for Proposals (RFP's). As of 1 January 1995, hard copies of
solicitations will no longer be distributed. (Exceptions are Post, Camp
and Station acquisitions.) All interested parties wishing to do
business with CECOM are invited to access, operate, send and receive
data from the CECOM EBB system. In April, we intend to upgrade to Word
for Windows, Version 6.0. To become a user of the EBB you will need an
identification code and password in addition to a computer terminal
equipped with the necessary hardware and software to interface with the
EBB system. Detailed information regarding system requirements is
contained in the U.S. Army CECOM EBB User's Manual. A User's Manual,
Identification Code and password will be issued upon request. All
