Electronic Systems Center (ESC) hereby submits this Market Survey for
a rapid prototype development effort of a Milstar hand portable Force
Element (FE) Time Standard Module (TSM) Micro-Loader/Charger (TMLC).
The function of the TMLC is to insert time into a single TSM from GPS
and properly offset it with Milstar leap seconds, maintain TSM battery
charge, and manage, integrate, format, and download all FE related
data elements. The TMLC must be able to read data in TSM format and
load that information into a TSM. The TMLC should operate from a 50/60
Hz 110/220 power supply, have an electrical interface compatible with
a 486 laptop/windows PC and a TSM, and maximize the use of
Commercial-off-the-shelf (COTS) equipment. The TMLC will be built to
commercial specifications and is required to be delivered not later
than 90 days after contract award. The Government intends to conduct a
limited competition for this effort between Raytheon Company and
Rockwell International. The basis for this limited competition is that
both Raytheon and Rockwell possess current extensive knowledge and
design experience of Milstar timing and data flow processes and TSM
electrical interfaces. Upon completion of the prototype development
effort, the Government may compete a contract for the follow-on
production of approximately 200 TMLCs. Other interested firms who
possess a SECRET security clearance and detailed knowledge and design
experience of Milstar timing and data flow processes and TSM electrical
interfaces may respond with a detailed qualification package not later
than 15 calendar days from the publication of this notice. This
synopsis does not constitute a request for proposal and is not intended
