National Institute of Standards and Technology (NIST) intends to
procure from IBM an integrated upgrade (furnish and install) to NIST's
IBM SP2 model no. 9076-303, consisting of: 1) two (2) base drawers,
each replacing two 62mhz nodes with two 66mhz POWER2 nodes; 2) seven
(7) non-base drawers, each replacing two 62mhz nodes with two 66mhz
POWER2 nodes; 3) six (6) non-base drawers, each with two 66mhz POWER2
nodes and each node with 2.2 gigabyte SCSI-2 fast/wide disks, a high
speed switch adapter, and 128 megabytes of memory. These components
shall be provided in aggregate (all or none basis). All products shall
be warranted new, currently announced and in production. Offer shall
include optional hardware and software maintenance for 12 months. This
optional hardware maintenance coverage shall be 24 hours x 7 days.
This optional maintenance shall be on entire IBM SP2 model 9076-303,
inclusive of all associated costs. Also, contractor shall provide a
one-year warranty/maintenance on the 12 nodes referenced in above 3.
This shall be inclusive of all parts, labor, tools, equipment, and
associated expenses. The upgraded SP2 overall shall have a salient
characteristic of allowing a user to compile and link a job on the SP2
and submit the job transparently for parallel execution on all the 31
nodes of the SP2, or for serial execution on a single processor node.
Offeror's customers shall include ones which have run parallel
processing applications on an SP2. Offeror shall have proven experience
with maintenance of an SP2 system. IBM Corporation is the only known
manufacturer of a sufficiently powerful scalable computer system,
currently announced and in production, with nodes which connect to
NIST's existing SP2 and connect to NIST's high speed SP2 switches in an
AIX environment transparent to the user. (A user must be able to
compile and link a job on the SP2 and submit the job transparently to
the SP2 for parallel execution, or for serial execution on a single
processor node.) Delivery is required within 45 days after
award--F.O.B. Destination Gaithersburg, MD. We intend to solicit one
source under authority of FAR 6.301-l--Interested offerors may identify
their interest and capability to this requirement by submitting a
capability statement--the capability statement must provide adequate
information for NIST to determine the capability to provide the
equipment. Firms must also furnish, as a minimum, a complete listing of
items, complete specifications to items capabilities in sufficient
detail to permit technical evaluation, and pricing data which indicates
that the firm can meet all the requirements. All of the above must be
received for the Government to consider whether to open this
requirement for competition. This notice of intent is not a request for
competitive proposals. However, all capability statements received
within forty-five (45) days after publication of this synopsis will be
