The Naval Research Laboratory has a requirement for engineering and technical support in the areas of optical materials, devices and analysis. The effort will encompass: optical materials research to include optical fiber preparation, optical glass characterization, and fiber characterization, electro optic sensor development to include chemical, acoustic and optical sensor development (detector and sensor system analysis, sensor modeling, testing and material analysis), optical waveguide research to include waveguide development, prototype device fabrication and thin film depositions, technology and countermeasures analysis. Award will be for a base year and four (4) one-year option periods. It is anticipated that the majority of the work will be performed at NRL, Washington, DC, with some work performed at associated field sites. Offerors are advised that a conventional solicitation will not be issued as the solicitation will appear in a subsequent edition of the CBD utilizing the Research and Development Streamlined Solicitation (RDSS) procedures.
