Contract Specialist 301/496-4611. The National Institute of Child
Health and Human Development (NICHD) intends to negotiate with the
World Health Organization (WHO) in order to award a three year
contract. The purpose of the contract will be to conduct a randomized
controlled trial to evaluate the impact of an improved antenatal care
program on the health of mothers and their newborns. This work shall be
done in various developing countries. The determination to use other
than full and open competition was made in accordance with 41 USC 253
(c) (1), FAR 6.302-1. The purpose of this synpsis is to determine
whether there are other sources capable of meeting the Government's
requirements as described above. Capability statements should be
submitted within 45 days of publication of this synopsis and include
details specifying how they would carryout this study. Capability
