Development (USAID) plans to negotiate, on a sole source basis, the
continuation of an ongoing contract with The Population Council
(non-profit), New York, New York, to provide operations research and
technical assistance support in Asia and the Near East. The contract is
one of three regional contracts under the Agency's project entitled
''Strategies for Improving Service Delivery'' (SISD) which began in
1984. The purpose of the contract is to continue providing USAID with
facilities, materials, and personnel necessary to improve family
planning in Asia and the Near East (ANE) through Operations Research
(OR) and Technical Assistance (TA). These continuing services will be
provided under a contract extension covering the period from July 26,
1995 until January 25, 1998. These services involve the development and
implementation of operations research in family planning in Asia and
the Near East, the provision of high level technical assistance to U.S.
Missions, Ministries of Health and PVOs/NGOs, as well as institution
building and strengthening of selected in-country research
institutions. To accomplish these objectives in a 30 month period, the
contractor must have established field offices, necessary host country
approvals to operate, and an adequate number of professional and
support staff in readiness to develop, implement and monitor operations
research and technical assistance in the following USAID priority
countries: India, Philippines, Indonesia, Bangladesh, Egypt and other
countries in the region as required. Any other potential source
desiring consideration must fully identify their capability to provide
these services within 30 days of the publication of this notice. See
