The offeror selected for this effort will be required to investigate the effect of various contract management techniques on construction quality, pavement and bridge performance, costs and contractual risk. This proposed effort requires the development of innovative approaches to construction contracting and the development of a detailed instructional guide outlining the studies finding. This requirement is 100 percent set-aside for Small Business. All responsible sources may submit a proposal which shall be considered by FHWA. The requestor's DUNS number should be included in the request. To expedite the request, please furnish two self- addressed gummed labels for each solicitation requested.
