SERVICES IN SUPPORT OF MILITARY, CIVIL WORKS AND WORK FOR OTHERS
Contact, Robert M. Bencal, 215-656-6606. CONTRACT INFORMATION: The
Philadelphia District, U. S. Army Corps of Engineers intends to award
two or more Indefinite Delivery Contracts for Architect-Engineer Design
Services in support of Military, Civil Works and Work for Others
construction projects. Work for Others will include but not be limited
to the Environmental Protection Agency (Superfund, RCRA, Grants,
etc.), the Department of Housing and Urban Development and the Federal
Aviation Administration. The contract shall be for one year with an
option for an additional one-year period. The amount of a delivery
order shall not exceed $150,000 with the cumulative amount of all
delivery orders not to exeed $750,000 in either the base or option
year. In addition, the total Federal Information Processing (FIP) work
allowed under this entire contract, including both the base and option
year, shall not exceed $175,000, pursuant to Delegation of Procurement
Authority (DPA) NAPEN-95-003. 2. PROJECT INFORMATION: The firms will
be used primarily for the analyses of major claims concerning active
construction projects. The work will primarily be located within the
boundaries of the Philadelphia District, however, the work may not be
limited to those boundaries. The primary work related to ongoing
construction projects will include review and analysis of all
Government and contractor information pertaining to assigned claims,
the preparation of a written technical analysis for audit guidance or
Contracting Officer Decisions, assembly of all assigned claims data
into a cross-referenced system, recommendations concerning merit,
related exposure analysis/estimates, and expert witness as required.
Other work which may be required under this contract includes but is
not limited to: site investigations, reports, studies, hazard analysis
and health and safety programs and procedures, critical path method
analysis, quality assurance inspection, design analysis, design
modification and other design work including related drawings,
specifications and estimates, schedule work, sample gathering, testing
both in the field and laboratory types, surveys, borings and
monitoring. The following are primary professional disciplines
required: civil engineers, mechanical, environmental, start-up/process
engineers. Other professional and technical efforts which may be
required but are not limited to: environmental scientists, architects,
coastal, safety, electrical, structural and soil engineers,
geologists, computer analysts, specification writers, estimators,
certified industrial hygienists, drafting. The type and amount of work
to be subcontracted shall be identified as a part of the submittal to
this announcement. 3. SELECTION CRITERIA: The selection evaluation
factors in relative descending order of importance include: (1)
Specialized experience in the primary area of work; (2) Specialized
experience in the other related areas of work; (3) Professional staff
experience and capability in primary fields to also include the laws,
training, OSHA-required hazardous wastesite training as described in 29
CFR Part 1910.120, certifications, regulations and Corps of Engineers
procedures and guidance associated with the related work; (4) Capacity
to handle several delivery orders at the same time and to provide
timely response to on-site construction conditions; (5) Past
performance, especially on DOD contracts, however, lack of DOD
experience will not preclude a firm from consideration; (6) Location in
relation to the work site will be a consideration if an adequate number
of qualified firms are available in the local geographic area; (7)
Extent of participation of SB, SDB, institutions in the proposed
contract team, measured as a percentage of the estimated effort. 4.
SUBMISSION REQUIREMENTS: Firms which desire consideration and meet the
requirements are invited to submit a completed SF 254 and SF 255
(Revised 11/92) for the prime firm and SF 254 for all consultants, to
the above address not later than the close of business on the 30th day
after the date of this announcement. If the 30th day is a Saturday,
Sunday or Federal holiday, the deadline is the close of business of the
next business days. Include your ACASS number in Block 3b of the SF
255. Call the ACASS Center at 503-325-3459 for information on obtaining
a number. As a requirement for negotiations, the selected contractor
will submit for government approval a quality control plan which will
be enforced through the life of the contract. The district reserves the
right to terminate negotiations with firms that do not respond to
Government requests for proposals, information, documentation, etc., in
accordance with established schedules. It is required that all
responding firmsclearly present billing amounts for the last 12 months.
This is not a request for proposals. No other notification to firms for
