The work is to be performed for The Pennsylvania Army National Guard at Fort Indiantown Gap, Area 8, Annville, Pennsylvania. The scope of work includes Types A, B, C, and bid Document Reproduction Services for two buildings each with semi-private billeting for 225 students under Project Number 420099. The project scope shall consist of two buildings totalling approximately 95,817 square foot. Their construction shall be concrete masonry wall units with brick veneer exteriors and will generally follow the Army Corps of Engineers Definitive Design for Trainee Barracks facilities. Included in the design are a dayroom space, laundry facilities for the students, as well as mechanical and custodial spaces. The resultant project is to be sited within the confines of a Military Education Facility complex. The design shall provide facilities architecturally like or compatible with the existing design of the Military Education Facility site to be located in Area 8 of Fort Indiantown Gap. The construction cost range is between $5,000,000 and $10,000,000. A-E selection criteria will include in order of importance: 1) Professional qualifications, 2) Specialized Criteria/Expertise, 3) Capacity to accomplish the work in the required time, 4) Past performance, 5) Location of A/E firm, 6) Volume of DoD Work. Business size standard is unrestricted for proposed contract, therefore replies to this notice are requested from both large and small businesses. Standard Industrial Code is 8712. To qualify as a small business size, the standard is $2.5 million, in average annual receipts over the past three years. Firms shall submit SF 254s, SF 255s, and photos of three projects name, point of contact for evaluation with telephone number for that specific performance. Project experience shall be listed for at least the past five years. Firms shall identify all personnel assigned to the project, their experience, and speciality. Substitutes will have to be approved by the Contracting Officer.
