The ''Western Rivers'' means the navigable portions of Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the areas of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the ''Western Rivers,'' but specifically excludes unprotected or open waters such as Mobile Bay, Lake Bome, or the Gulf of Mexico. There will be a non-refundable charge required in the form of a certified check or money order made payable to the U.S. Coast Guard in the amount of $100.00 for requested U.S. Coast Guard specification reference drawings The proposed contract listed here is part of the Small Business Competitiveness Demonstration Program and is open to both large and small businesses Plans and specifications will be issued on or after 30 March 1995 All responsible sources may submit a bid which shall be considered by the United States Coast Guard. Loans are available under the DOT Short Tern Lending Program (STLP) at prime interest rates up to $500, 000 per contract to provide accounts receiving financing. The DOT Bonding Assistance Program anables firms to apply for bid, performance and payment bonds up to $500,000 per contract.
