845-4377. Ross Aviation, Inc., a prime contractor for aviation services
to the U.S. Department of Energy, Albquerque Operations Office, intends
to issue a Request for Proposal (RFP) for two Traffic Alert and
Collision Avoidance Systems (TCAS-I), one each to be installed on two
deHavilland DHC-6-300, Twin Otter aircraft. Contractor will provide
both hardware and installation. TCAS-I systems must be upgradable to
TCAS-II, FAA accepted and TSO approved. Contractor will also be
required to supply: 1) FAA supplemental type certificate, 2)
appropriate procedures for use of equipment, 3) proper flight crew
action with respect to equipment operation, ie., pilots handbook, 4) an
outline of all input sources that must be operating for the TCAS to
function properly, 5) applicable wiring diagrams, 6) installation and
checkout manuals, 7) maintenance and troubleshooting manuals, 8)
amended weight and balance document, and 9) any necessary TCAS user
training. TCAS-I shall consist of, as a minimum, a transmitter/receiver
processor unit(s), directional antenna, transponder, control panel,
racks, trays, all installation hardware/fasteners, and all wiring &
cabling. Firms desiring to submit proposals should request RFP Q-95-010
within ten days from the publication of this announcement. RFPs will be
issued by April 7, 1995 and proposals will be due April 21, 1995. This
