The Naval Air Warfare Center Weapons Division, (NAWCWPNS) China Lake, California intends to procure an Upgrade to the existing Photovoltaic Power Station at the Yuma Proving Grounds on a competitive basis. The power station was designed to supply power to the Yuma Proving Ground whenever the utility grid is operating and when sufficient solar insolation is present. This upgrade will add batteries, a system controller and a new Power Conditioning Unit (PCU) to diversify the function of the system. The batteries shall perform two functions: (1) supply energy to the utility grid to decrease peak load demands; and (2) provide power to operate an adjacent water treatment plant in the event of a power failure. This project involves a leap in technology for the Photovoltaic Industry in that it requires the marriage of two application classes; utility tied, and isolated grid. The system must retain the ability to synchronize its' output power to the frequency and voltage of the utility-supplied power. When the utility power is absent, this station must become an isolated grid supplying power to a critical load (the water treatment plant). All interested responsible and responsive small business contractors are encouraged to attend the site briefing to be conducted on 18 April 95, at the Yuma Proving Grounds, Building 400 Conference Room, beginning at 0800.
