Market Survey: USACECOM is looking to award a long term (3-5 year),
requirements based contract(s) in early FY96 timeframe for the
replacement of the current family of primary lithium based batteries
(BA-5590, BA-5567, BA-5588, BA-5847, BA-5600, BA-5800, BA-5847,
BA-5557, BA-5599, BA-5372, BA-5598, BA-5112, and BA-5093). Current
monthly demands for these batteries range several hundred (BA-5847) to
over 20,000 (BA-5590). The goal of this acquisition is to award
contract(s) to that technology offering a 100% increase in capacity,
lowers hazardous waste disposal costs, contains a user friendly state
of charge meter and is a military relevant technology. This procurement
will utilize a performance specification, but the minimum technical and
safety requirements will not be less than what is contained in the
latest revision of MIL-B-49430 and the appropriate slash sheets. Any
primary battery chemistry meeting these requirements will be
considered. The goal is to award contracts(s) to that technology
determined to offer the best value to the Army, when such factors as
production, technical requirements and cost effectiveness are
considered. It is projected that award(s) will be limited to domestic
producers. Initial production of all battery configurations
simultaneously is not anticipated. Any acquisition will require working
bid samples of batteries. It is expected that these samples may
include, but not be limited to, the BA-5590, BA-5588, BA-5800 and
BA-5567. This solicitation will be issued using the CECOM Electronic
Bulletin Board. Some form of prebidders conference will be scheduled
within 90 days after release of a draft solicitation. Interested
companies are requested to provide the following information as a
minimum: chemistry and cell configuration for each battery type they
expect to propose, current production capacity as well as interest in
participation in the referenced conference. This is not a request for
proposals. Companies/organizations should provide the requested
information in writing no later than thirty days after publication of
