THIS IS NOT A SOLICITATION. The purpose of this announcement is to
determine the feasibility of converting government management of T-37
and T-38 Aircraft Technial Orders to a contractor managed Technical
Order Program; seeking interested sources; obtaining feedback on our
proposed program; proposing an implementation plan. The United States
Air Force is evaluating an internal proposal to transition T-37 and
T-38 Aircraft Technical Order Management to a contractor operation.
Currently, this entails 180 T-37 Technical Orders, 230 T-38 Technical
Orders, with a page total of 17,200. A transition program would entail
digitizing T-37 and T-38 Technical Orders; performing rapid
update/change; having the T-37 and T-38 technical skills to assess
proposed changes for suitability and cost effectiveness for final
decision by the government; composing and editing; printing Technical
Orders and distributing Technical Orders. An implementation plan would
describe how this could be accomplished; what personnel would be
required; how the combination of publishing and technical skills would
be handled; what facilities; what hardware and software; and any Rough
Order Magnitude estimates for a total program or piece of the program.
A contractor would have to integrate with the government's GO22,
Logistics Management of Technical Orders Automated Data Processing
System, Engineering Drawings Computer Assisted Retrieval System
(EDCARS), and Automated Technical Order System (ATOS) initially.
Subsequently, contractor could discuss maintaining that integration or
substituting similar capability. A new or extensive development is not
a likely option. We are interested in an existing system with proven
capability or a system with core capability and flexibility to add or
adapt to meet our needs. This system would also have to be capable of
doubling the capacity to handle our 410 Technical Orders. We would like

discuss what capabilities might be available and to offer suggestions
