ATTN: This procurement is to be made in accordance with DFARS Subpart 235.70, Research and Development Streamlined Contracting Procedures. Offerors are advised that a conventional solicitation will NOT be issued, but that the solicitation will appear in a subsequent edition of the Commerce Business Daily (CBD). The Defense Nuclear Agency (DNA) is seeking to issue a cost plus fixed fee contract to provide three appendices to EM-1, Chapter 2, Section 2. The effort will include incorporating existing data using the current EM-1 format. The effort will synthesize the pressure waveforms from several NTS explosions with non-ideal airblast and enable users to construct non-ideal airblast waveforms as a function of ground range, scaled HOB and elevation for desert surfaces. The period of performance will be 16 months. This procurement is a 100% Small Business Set-Aside. See Note 1. All contractor personnel will require a DoD security clearance of SECRET.
