A -- PLUTONIUM TREATMENT TECHNOLOGIES REQUEST SOL 9501. Contact Point, Technology Transfer Program, Dana J. Dorr, 303/966-7978. EG&G Rocky Flats Inc., the Management and Operating contractor (Contractor) for the Department of Enrgy Rocky Flats Environmental Technology Site, requests technical information descriptions regarding technologies that support the Contractor's need to identify, develop and demonstrate technologies to treat plutonium-bearing combustible residues that will render them safe for storage for a period of up to fifty years. In the event that potentially suitable technologies are identified, a request for proposals will be issued to only those parties that submitted technology descriptions regarding their technologies and technical capabilities deemed technically and environmentally suitable to this Site by a technical review team. The combustible residues that are the subject of this request for information are byproducts of past plutonium production operations and consist primarily of cellulosic (paper, cloth, and wood) or polymeric (polyvinyl chloride, polyethylene, polypropylene, and styrene-divinyl benzene copolymer) materials. These residues may be contaminated with mineral acids or chlorinated organic solvents. The plutonium concentration is generally less than 1% by weight. Approximately 17 metric tons of combustible residues exist requiring treatment. Combustible residues will be considered safe for 50-year storage if they meet the following desired criteria: 1) no hydrogenous materials, 2) no liquids, (either aqueous or organic) 3. no reactive metals (including elemental plutonium), 4) no chemically unstable (including ignitable, flammable, or shock sensitive) or chemically incompatible constituents, and 5) no source of corrosive or flammable gases through either chemical or radiological means. Submitted treatment methods will, preferably, destroy the hydrogenous matrix and remove or destroy any liquids, reactive metals, and unstable compounds. The Contractor desires to identify non-incineration technologies: therefore, submissions describing treatment methods which meet the EPA definition of incineration or that would be construed by local stakeholders as incineration will not be considered and should not be submitted. Such incineration or incineration-like processes include but are not limited to controlled air incineration, rotary kiln incineration, fluidized bed incineration, molten salt incineration, plasma arc incineration, and pyrolysis. Interested parties are requested to submit detailed technology descriptions, the purpose of which is to preclude unwarranted effort by the Contractor in preparing a formal request for full technical and cost proposals. Subsequent requests to submit full proposals based on the initial technology screen will not ensure an award of a grant or a contract. Each technology description should be limited to three pages and should include a detailed technical description of the proposed process and how it will meet program objectives. It should include information regarding treatment rates and capacity and estimated cost per unit of treatment. Five copis of the technology description will be due at the address of the technical point of contact listed below no later than March 31, 1995. Submission received after that date will not be reviewed. In the event a Request for Proposals is issued to selected technology sources, the resulting program is expected to be limited to one year in length. Evaluations of technology descriptions will be conducted using the following screening criteria: 1) overall scientific and technical merit, 2) estimated treatment cost, 3) feasibility of implementation on a scale of at least 1 kg/hr within eighteen months, 4) feasibility to operate in a glovebox environment 5) minimization of secondary wastes, and 6) capability to meet proposed residue storage requirements. Parties submitting technology descriptions selected for further consideration will be asked to participate in a workshop in mid-April in the Denver area to discuss their technologies. Following this workshop, EG&G and DOE will make a decision as to whether to request from selected submission sources, additional information for screening or Requests for Proposals.
