Paulisch, Contract Specialist, Code S125, on (703) 663-7942. This is a
Sources Sought where NSWCDD is seeking qualified sources to support
the following project: Specialized Systems Engineering for the TOMAHAWK
Cruise Missiles Weapon System and Weapon Control Systems. This effort
was originally procured as a competitive Small Business Set-Aside under
NSWCDD contract N60921-90-C-A203 with Southeastern Computer
Consultants, Incorporated (SCCI), Fredericksburg, Virginia. NSWCDD is
now contemplating reprocurement of this effort on an unrestricted basis
because there are not two or more known existing Small Businesses with
the requisite experience and personnel qualified in the specific areas
listed above to perform this work. The applicable SIC Code for this
work is 8711 with a 20M size standard. The reprocurement is planned to
be in place 15 March 1996, and will initially require a staff of
approximately 22 equivalent full time personnel at time of award as
follows: 1 Program Manager/Engineer; 3 Principal Engineers/Analyst; 4
Senior Engineers/Analyst; 9 Engineers/Analyst; and 5 Junior
Engineers/Analyst. Each of these categories of labor will require
certain demonstrated specific qualifications related to TOMAHAWK Cruise
Missiles weapon system and weapon control systems specialized system
engineering experience in the following areas: Systems definition and
design; Systems analysis; Systems support engineering; and Systems
integrated logistics support engineering. The program manager
requirement is generally 20 years of experience. The principal
engineer/analyst is generally 25 years of experience per person. The
senior engineer/analyst is generally 15 years of experience per person.
The engineer/analayst is genereally 5 years of experience per person.
The junior engineer/analyst is generally 3 years of experience per
person. Additionally, the contractor must have a facility located
within 1 hour commuting time of Dahlgren, Virginia. Potential offerors
are to submit a Capabilities Statement which contains the following as
a minimum: A concise discussion of their technical experience and
qualifications that demonstrate that the firm possesses the requisite
qualified staff (as outlined above) to perform tasks related to
providing specialized systems engineering in support of the TOMAHAWK
Cruise Missiles Weapon System and Weapon Control Systems as stated
above. This work will also require that all personnel possess a
security clearance of SECRET at time of contract award and that the
contractor's facility have classified material storage capabilities
through the level of SECRET. Due to the planned acquisition schedule,
Capabilities Statements (2 copies) shall be provided to Nancy A.
Paulisch, Contract Specialist, Code S125, Naval Surface Warfare Center,
Dahlgren Division, Dahlgren Virginia 22448-5100 not later than 15 days
