to negotiate with one source. The proposed contract action is for
services which the Government intends to solicit and negotiate with
Johnson Control, unless as a result of analysis of acceptable responses
to this notice a determination is made by the Government to issue a
competitive solicitation. The Sacramento District Corps of Engineers,
is seeking to identify sources that can provide operations and
maintenance services for a groundwater treatment plant at the
Sacramento Army Depot. The contractor shall provide all personnel,
materials, and supervision and meet all treatment parameters necessary
for operation and maintenance of the plan. The system extracts and
treats organic contaminated groundwater and is designed for handling a
maximum capacity of 500,000 gallons per day on a 24 hour continuous
flow basis. Treatment plant includes but is not limited to: 10+
extraction wells; ultra violet light chambers; hydrogen peroxide
injectors, pumps, piping and specialized holding tank; inlet and outlet
lines; pneumatic equipment; electrical power supplies, monitoring and
extraction wells at on and off depot locations. All interested persons
may respond or submit proposals. THIS NOTICE OF INTENT IS NOT A
REQUEST FOR COMPETITIVE PROPOSALS. All proposals received within 30
calendar days after date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
compete this proposed contract is within the discretion of the
