R -- MANPRINT SUPPORT SERVICES SOL DAAL01-95-R-9107 POC Kim Sweep, Contract Specialist, (301) 394-1605, Patricia S. Silsby, Contracting Officer, (301) 394-3438. The U.S. Army Research Laboratory requires technical support services on a Time and Materials with Task Orders basis to perform MANPRINT Mission Services on-site (physical presence at CECOM, Fort Monmouth, NJ), and materials (except as furnished by the Government). The contractor shall have a current facility security clearance to the level of SECRET, or the contractor shall be capable of obtaining a facility security clearance at the SECRET level. The services to be provided under this contract consist of MANPRINT support to the materiel aquisition programs for which CECOM is the developing or acquiring activity. In providing this program support, the contractor shall participate in the following tasks as appropriate for the particular program being supported: conduct literature surveys; provide input to and conduct human engineering evaluations in support of Market Investigations; review and comment on program management documentation; review and comment on System MANPRINT Management Plans (SMMPs); participate in MANPRINT Joint Working Groups (MJWGs); prepare Human Engineering Assessments (HEAs) and MANPRINT Integration Reports; conduct human engineering evaluations (HEEs); provide human engineering support to Test Integration Working Groups (TIWGs); review and comment on the Test and Evaluation Master Plan (TEMP) and supporting documentation; monitor technical and operational tests and evaluations from the human engineering viewpoint; prepare, review and comment on solicitation packages, including the specifications, statement of work, and data items; support in Source Selection Evaluation Board activities as pertains to human engineering; conduct investigations, including rapid prototyping and mock-ups (in-house or field), to collect and evaluate human performance data. The contractor may be required to use Government furnished software such as JACK and HARDMAN; and attend meetings and design reviews. A minimum of 3 senior human factors engineers will be required. They must have degrees and experience to effectuate MANPRINT and human engineering work, and behavioral research. This requirement includes individuals with a Masters Degree in engineering or engineering psychology or equivalent; or a Bachelors Degree in engineering with at least 24 hours of psychology or engineering psychology. Senior human factors engineers must have at least 8 years of relevant human engineering experience. Intermediate human factors engineers may by required. They must have 4 years of relevant human engineering experience and a Bachelor's degree in the fields described above. One individual with clerical experience will be required. Proposed personnel must demonstrate an understanding of the Army materiel acquisition process, specifically as it pertains to the application of MANPRINT, and to the type of equipment acquired by CECOM and its tactical employment. Offerors must be able to provide additional qualified senior and intermediate human factors engineers to accomodate workload fluctuations. The period of performance for this effort is 60 months for issuance of task orders and 6 months beyond that date for delivery. The estimated ceiling amount of this effort is $2.5M. This proposed procurement is being considered set-aside for Small Disadvantaged Business (SDB) concerns. Interested parties should send qualification statements as described in Note 25 to the above address as soon as possible, but no later thatn 15 days after this notice is published. This qualification statement must include evidence of capability to perform in the above areas and a positive statement of eligibility as an SDB concern. If adequate interest is not received for SDB concerns, this procurement will be conducted on an unrestricted basis without further notice. Therefore, replies for the solicitation are requested from all businesses and educational concerns. All responsible sources may submit a bid or proposal which will be considered by the Agency.
