International Development (USAID) Regional Economic Development
Services Office for East and Southern Africa (REDSO/ESA) is seeking the
services of a U.S. PSC for the position of Monitoring, Evaluation and
Reporting (MER) Advisor in USAID/Malawi. The purpose of this personal
services contract is to provide for the services of an individual to
serve as the Monitoring, Evaluation, and Reporting (MER) Advisor to the
USAID Mission in Malawi, henceforth referred to as Mission. The
contract is for an initial period of two years, with possible extension
subject to availability of funds. Major duties and responsibilities:
General Tasks: The MER Advisor will provide support to the mission and
the GOM in the design and imprementation of monitoring and evaluation
system. This will allow USAID and the GOM to assess the people-level
impact of sectoral development programs for Agriculture, Health and
Population, and Education. Such systems should take into account the
existing MER plans of the various project and program within the
sector, and make use of other mission reporting requirements such as
the Semi-annual Portfolio Reviews (SPRS). The MER Advisor will also
assist in strengthening the analytical capacity of the Mission,
particularly the FSN Staff at PPD, and GOM to monitor and evaluate such
impact. Specific Tasks: Primary tasks of the MER Advisor is to assist
the mission in the recruitment and training of an FSN MER Officer. The
ultimate objective is for the FSN MER Officer to take most of the
responsibility for working with the various ministries and to serve as
a liaison between the GOM and Mission, with the role of the MER
Advisor being primarily supervisory. 1. Agriculture: Develop and
analyze agriculture databases. 2. Health and Population: assist the
Ministry of Health to enhance and strengthen the Health Information
System (HIS). 3. Education. A. Assist the Ministry of Education (MOE).
B. Assist in monitoring USAID/Malawi's Education portfolio. C. Provide
technical support for education-related activities. Qualification:
minimum M.S. in Social Science or Statistics. Five to ten years
experience in MER work, including sampling, surveys and other primary
data collection activities and quantitative analysis. Prior experience
and a MER Advisor with USAID mission or other USG, organization, or an
educational or private organization. Proven experience developing data
base management systems for primary data collection activities related
to statistical analysis including: Database Management design,
statistical package, third or fourth generation programming language.
Familiarity with agricultural, health, and education programs in
development countries, preferably in Africa. Interpersonal/cross
cultural skills. Applications: The deadline for applications for this

include a Physician's certification that the individual and any
accompanying dependents are medically fit to serve in the African
