R -- INDEFINITE DELIVERY CONTRACT FOR A/E SERVICES FOR OCEAN AND COASTAL ENGINEERING SERVICE LOCATED ALONG THE SOUTHEAST U.S. AND GULF COASTS AND IN THE CARIBBEAN BASIN Sol. DTCG82-95-R-3WCA21. Provide architect, engineering and support services through an Indefinite Delivery Contract (IDC) for design, inspection, and analysis of projects for Aids to Navigation (ATON) and waterfront structutes located along the Southest United States Gulf Coasts and in the Cribbean Basin. Services include underwater and above water inspection and evaluatin of offshore, nearshore and onshore structures to include historical research, studies, reports, consultation and documentation as required under the Natioal Environmental Policy Act (NEPA), surveying (metes and bounds, hydrographic, and bathymetric), submarine soil borings and evaluations (including pile driveability anaLysis), acquisition of wind, wave and other environmental data for proposed design sites. Engineering studies, economic analysis, engineering report preparation and presentation, permit document preparation, biological assessments, and submission of permit applications. Investigation of design options and finaly design of offshore structures in a wide range of water depths, soils, wind, wave and hurricane zone conditions. Restoration and preservation of historical structures, reports of material condition, structure evaluation, required repairs, repair options, planning and associated cost estimates, other evaluations, and when necessary, modification of existing offshore structure designs. Computer modeling of marine structures to include pile strcture pile structure/soil interactions. Navigational Range design/relocaion for new or changing site conditions. Bulkhead and pier evaluation, and repair. Bulkhead waterfront facility design. Cost estimating, scheduling, construction monitoring, inspection and submittal review. CAD and manual drafting services, including as-builts. The contract period is for one (1) year, with a one (1) year renewal option. There will be no further synopsis in the event the option included in the contract is exercised. The same price and time restrictions of the basic year apply to the option year. The Government guarantees a minimum amount of $5,000.00. The Maximum amount of total service to be performed by the professional services contractor during the term of the IDC shall not exceed $500,000.00 per year. Individual Delivery Orders will not exceed $200,000.00 per order. Multiple awards may be made from this solicitation. Contract award date is estimated to be no later than July 1995. The following guidelines in relative order of importance will be used in the evaluation of A-E firms: (1) Relevant recent (2-5 years) experience in offshore structure/tower design including geotechnical, enviornmental, restoration/preservation, navigational range structure design experience, offshore demolition experience, and related marine design experience. (2) Professional in-house engineers and consultants experience and degrees. (3) Capacity and capability to do design in 90 days showing project management techniques/presonnel, clerical/technical support, AUTOCAD drafting ability and current workload. (4) Methods employed for cost control effectiveness including efficiency of operation to reflect economy in overhead rates and accuracy of cost estimating for Marine Construction. (5) Construction inspection services experience. (6) Anticipated reponsiveness to Coast Guard needs. (7) Federal Government experiences. Minority/women employment.
