S -- UTILITIES--REQUEST FOR EXPRESSION OF INTEREST - GAS TRANSPORTATION SERVICES/PIPELINE OPERATION/OWNERSHIP FOR LOS ALAMOS NATIONAL LABORATORY POC Michael G. Department of Energy (DOE) is seeking Expressions of Interest (EOI) from contractors who may wish to compete for award of a long term contract to (1) provide gas transportation service to the Los Alamos National Laboratory (LANL), located at Los Alamos, New Mexico (NM), and (2) accept operating and ownership responsibility for the associated gas pipeline facilities. The Standard Industrial Classification Code for this service is 4922-Natural Gas Transmission. DOE currently owns a 130 mile gas pipeline (DOE Pipeline) that extends from the Gas Company of New Mexico's Kutz Canyon processing plant near Farmington, NM, to the Los Alamos, NM, area. It is anticipated that the selected contractor will utilize the DOE Pipeline, in whole or in part, for deliveries of gas to LANL. Prospective contractors are being asked to submit EOIs that (1) identify the prospective contractor (business name, business size (large/small/8a(a)),point of contact, address and phone number), (2) briefly describe how the prospective contractor would provide the required service, (3) describe, in general, the preferred ownership arrangement governing its use of the DOE Pipeline - i.e., through a transfer of ownership to the contractor, through a Lease Agreement with the government retaining ownership, etc, (4) describe whether the service would be subject to the jurisdiction of the New Mexico Public Utility Commission and, if not, how the government's access to competitive gas supplies would be protected, and (5) describe how the prospective contractor would provide backup gas transportation service. EOIs should be submitted to the person referenced below on or before April 04, 1995.
