Contract Information: A-E services are required to provide aerial photogrammetric mapping and upport services to provide aerial photogrammetric mapping and support serivces for projects within the Detroit District boundaries, or as directed. The selected firm(s) will enter into negotiations for an indefinite delivey type (IDT) contract with the government for a term of one year, with total cost not to exceed $750,000.00 per year. The contract will provide for an optio for the government to extend the contract for one additional year. The proposed services will be negotiated and obrained through the issuance of delivery orders during the term of the contract, with no delivery order exceeding $150,000.00. Anticipate the award of two (2) IDT contracts. The subcontracting goal for these contracts is a minimum of 20% of the contractors subcontracting plan be placed with Small Businesses (SB) and/or Small Disadvantged Businesses (SDB). The plan is not required with the response to this announcement. 2. Project Information: Mapping services required include, but are not limited to, the following: aerial photography (panchromatic, color and infrared, both panchromatic and color); photogrammetric digital mapping (orthometric, planimetric and photographic); Geographic Information System (GIS) and Land Information System (LIS) data bases and associated graphical products; interpretation support (land use, land cover, wetland delineation, etc); and all necessary survey support, i.e. photo control, laying panels and ground control horizontal and verticl geodetic monumented control by conventional or Global Positioning System (GPS) methods. There are two designated areas within the Detroit District for the purpose of the solicitation, Area I and Area II. Area I is the Lower Peninsula of Michigan Northern Indiana. Area II covers the Upper Peninsula of Michigan and those portions of Minnesota and Wisconsin that are in the Detroit District and other areas as assigned. 3. Selection criteria: ``See Note 24 for general selection process. The selection criteria in descending order of importance are: (a) Professional Qualifications: The selected firm(s) all have on staff Certified Photogrammetrists that will be involved with each mapping project. Professional Surveyors registered in one of the states of the district (Michigan, Indiana, Wisconsin, Minnesota). (b) Specialized Experience: The selected firm(s) shall have on staff individuals with good quality experience as pilots, camera operators, CADD operators, surveyors, photogrammetrics and other necessary people to produce high quality map products. The firm(s) must provide mapping products that can be easily read on government owned CADD platforms in Intergraph IDGS, 3-D format V5.0 (DOS or UNIX) GIS products may be required in Arc Inform or other formats. (c) Capacity to Accomplish the Work: Ability to meet the delivery schedules of the overall projects and phases. Ability to respond in a timely manner (weather permitting) soon after notice to proceed. Ability to work on multiple delivery orders simultaneously. Ability to field the necessary equipment and people to meet the requirements and schedules. (d) Past Performance: Past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. (e) Geographical Location: Location of the firm(s) in the general geographical area of the work. (f) Subcontracting: Extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. (g) Equitable Distribution of DoD Contracts: Volume of DoD contract awards in this last 12 months as described in Note 24. 4. Submittal Requirements: See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit two copies of SF255 and SF254 each for both the prime firm and all subs (consultants) to the above address not later than the close of business on the 30th days after the date of this announcement. If the 30th day is Saturday, Sunday or Federal holiday, the deadline is the close of business of the next business day. Solicitation packages are not provided. This is NOT a request for proposal. Information to include in the SF 255: the photogrammetrist certifications, survey registrations, requested work area (I or II) desired or both areas for consideration, specialized experience, listing of equipment, e.g. cameras, plotters, computers, CADD software, aircraft, etc. This Procrurement is UNRESTRICTED.
