Facility located approximately 17 miles Southwest of Van Horn, Texas.
The work includes but is not limited to construction of a 28-foot by
89-foot/4-inch architectural block building (housing radar equipment
room, engine generator room, uninterrupted power system room telco
room, etc) including concrete foundation; pier supported foundation for
future 75-foot tower; cable support system; eight antenna poles;
foundation for load bank; installation of all government furnished
material (including engine-generator (E/G) with control panel and
transfer switch, load bank with control panel, E/G vibration isolation
pads and bypass switch; installation of 2,000 gallon above ground
diesel tank/vault, connections, and foundation; sanitary system for
maintennce toilet and all relatd piping; all work associated with
electrical, HVAC and plumbing to and within the ASRS-4 facility;
installation of concrete encased duct banks; installation and
compaction of crushed stone and asphaltic surfacing; installation of
facility ground and counterpoise system; installation of concrete air
conditioning pads, transformer pad, tower stair enclosure foundation
and sidewalk and other related and/or associated items such as an
underground water tank, 750 gallon (minimum) septic holding system,
etc. Estimated price range is between $500,000 and $1,000,000. The
proposed procurement is unrestricted regarding business size. The BOD
is an approximate date only. The Standard Industrial Classification

(DOT) Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital an bonding assistance
for transportation-related contracts. This is applicable to any
eligible prime or subcontract at any tier. The DOT Bonding Assistance
Program enables firms to apply for bid, performance and payment bonds
up to $1.0 million per contract. The DOT provides an 80 percent
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
