Contracting Officer, Sandra V. Savage, (513)366-2046 The U.S. EPA is
developing a number of programs designed to advance environmental
protection through innovative technology development and to increase
the global marketability of U.S. environmental technology. These
programs are being developed pursuant to the President's Environmental
Technology Initiative (ETI) and in anticipation of related
legislation. The Office of Research and Development (ORD) requires a
contractor to provide technical support to EPA in its execution of
programs which foster environmental technology development,
demonstration, verification, and commercialization (both domestically
and internationally). The contractor will be required to perform the
following tasks: gather information which will allow EPA to assess the
national and global markets for various types of environmental
technology and to assess the appropriateness of technologies for
participation in EPA's environmental technology programs; provide
technical support for identifying, monitoring, and assessing technology
verification and incubation facilities; screen candidates for the
programs; provide technical support for the development of standardized
test protocols and guidelines; provide technical support for the
development of test plans and quality assurance project plans; provide
sampling and analysis support; perform the technical evaluation of
technologies selected by EPA (including international demonstrations);
conduct cost analyses of select technologies; disseminate program
information to target U.S. and international groups; provide
business/management support; and track environmental technology
innovation activities. Projects will be spec;ified under a level of
effort contract and may require simultaneous work on multiple work
assignments, each having multiple tasks. These work assignments will
typically have differing levels of effort, degrees of complexity, and
nature of deliverables and schedules. A cost-plus-fixed-fee,
level-of-effort term type contract is contemplated with a 12-month base
term, plus two (2) 12-month options to extend the term. The base level
of effort for each term is approximately 40,000 direct labor hours.
Options to increase the level of effort within each term by up to
60,000 direct labor hours will also be included. All responsible
sources may submit a proposal which shall be evaluated by EPA in
accordance with technical evaluation criteria specified in the RFP.
