B -- HALOGENATED HYDROCARBON STUDY SOL 52SBNB5C8654 POC Catherine Poole (301) 975-4154 POC Pauline Mallgrave (301) 975-6330 The NIST intends to enter into a contract with Science Applications International Corporation of Gaithersburg, Maryland, under the authority of 41 USC 253(c)(1)--Only one responsible source, to procure services in support of the combustion by- products section of the Halon Compatibility Project for the period beginning May 1, 1995 through January 31, 1996. The Contractor will be responsible for research to determine the quantities of combustion by-products formed during suppression of engine nacelle and dry bay fires by halogenated hydrocarbons, and assessing the effectiveness of non-halogenated, particulate- based, flame-generated inhibitors. The Contractor will be responsible for making deliverables as follows: (1) Report of measurement of the HF production rate in steady-state and transient inverse diffusion flames as a function of HFC-125, CF3I, HFC-227, and FC-218 mass flows, including a computer model to predict the quantities of HF produced in flames based on stoichiometric reaction and including the effects of finite rate chemistry. (2) A report on the routes of HF formation as determined from numerical modeling of fluorine inhibition of hydrocarbon flames, and strategies for reduced HF production. Due to the time critical nature of this project, it is imperative that a Contractor be familiar with the experimental protocols and the analytical approaches being used in this research in order to provide the needed support without a very long learning period. In addition, SAIC has experience in measuring the highly dynamic processes of suppression occurring in NIST's detonation/deflagration tube facility which make it unique in its ability to interpret the role of shock-driven chemistry in hydrogen halide formation during suppression of dry bay fires. This notice of intent is not a request for competitive proposals. Responses shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement.
