Standards and Technology (NIST) intends to negotiate on a sole source
basis with Bechtel Corporation, P.O. Box 193965, San Francisco, CA for
a feasibility study on seismic liquefaction potential evaluations by
strain-energy approaches. The proposed tasks to be performed by the
contractor require expert knowledge in the analysis of laboratory
cyclic triaxial test data and seismic ground response. Bechtel
Corporation has unique knowledge of and access to high quality cyclic
triaxial data on Monterey No. 0 sand and soil from the Savannah River
site. The proposed work shall be in collaboration with NIST and the
Colorado School of Mines. Deliverable shall be a final report which
shall summarize the laboratory and field data, evaluate procedures, and
conclusions of the feasibility study with recommendations for
subsequent phases of work. Delivery required by September 30, 1995--FOB
