The foundation of this system is the Smart Card for tracking of the Inventory Management System (MS), Falcon Management System (FMS) and Cadet Leisure Activities Support System (CLASS). Each of these modules ih conjunction with the development of new ones will provide for 100 percent accountability for the Cadet activities, inventories, security, and manifests in a paperless environment. Potential offerors must demonstrate the ability to expedite the development process without the loss of continuity or time. In addition, they should have at a minimum, experience with IBM RISC 6000, two years experience with the software application ''PROGRESS'' up to version ''7'', a working knowledge of bar code tecnology, Sun microcomputers, network interfaces, client server applications and integration capabilities. Responsive offerors shall have to demonstrate on site the capability to write a simple application program in Progress version 7 and supply references from their last five contracts with resumes of their personnel.
