action. The U.S. Naval Test Pilot School located onboard the Naval Air
Warfare Center Aircraft Division, Patuxent River, Maryland, has a
requirement for additional Airborne Systems Instructor services for the
balance of FY95 and option periods through FY99 in support of syllabus
training. These same types of services are currently being provided by
Veda, Incorporated under contract N00421-94-C-0058. Based on the best
information available at this time, the Government considers Veda,
Incorporated to be the only source capable of providing these services
and anticipates modifying contract N00421-94-C-0058 to procure the
additional services described herein. This is based on the responses
received from potential sources at time of solicitation for the
contract award, the subsequent receipt of only one offer (from Veda) to
provide these services, and the short duration between award of the
contract and the identification of this requirement. The minimum
personnel qualifications for the Airborne Systems Test Project Officer
Flight Instructor which is the object of the current action are as
follows: (1) possess at least a Bachelor's degree in engineering,
mathematics, or physical science; (2) be a graduate of the U.S. Naval
Test Pilot School (USNTPS), the U.S. Air Force Test Pilot School
(USAFTPS), or equivalent military test pilot school; (3) possess at
least three (3) years of Test Project Officer experience in military
airborne systems test and evaluation; (4) possess at least one (1) year
of instructor experience in test and evaluation of military airborne
systems at USNTPS, USAFTPS, or equivalent military test pilot school;
and (5) be capable of completing water survival and aviation physiology
training as required by the OPNAVINST 3710.7 series. Firms which
believe they can provide the required services are invited to respond
within 45 days of the publication of this notice. Responses must
include all technical information in sufficient detail to confirm
capableness to perform the required services. This notice is for
