X -- REQUEST FOR QUALIFICATIONS TO LEASE OF SHIP REPAIR FACILITIES Through a US Department of Defense, Office of Economic Adjustment grant, and as part of the Base closure process, the Philadelphia Industrial Development Corporation (the ``PIDC''), on behalf of the City of Philadelphia, is making a request for qualifications from companies interested in leasing selected shipyard and industrial facilities at the Philadelphia Naval Base Complex (the ``Base'') to perform ship repair and conversion work. Shipyard facilities include five graving docks (incluing two of the largest on the East coast) served by portal cranes with up to a 75 ton capacity; five outfitting piers; 25,0000 linear feet of berthing space; and two million square feet of available production shops fully equipped with state-of-the-art machinery. In addition to its high qualtity facilities, the Base offers a highly skilled and productive work force with the lowest historical man day rate of any US Naval shipyard. The Base also offers unparalleled transportation access as it is located at the confluence of the Delaware and Schuykill rivers in close proximity to the Ports of Philadelphia and Camden, a major east coast seaport and the largest fresh water port in the US; the Philadelphia International Airport; two interstate highways; and service from three major national railroads. Winning proposals will also be eligible to receive Federal, state and local business incentives for their project. The PIDC is seeking companies with significant ship repair and maritime experience.
