(210) 536-6320. Information regarding sources is being sought for the
purchase of non-developmental and/or commercial off-the shelf
commercial walled mounted refrigeration units for cooling liquid blood
products in insulated shipping containers. This is not a request for
proposal (RFP) nor an offer by the Government to acquire units. It is
merely a notice of our requirement to allow interested parties to
request inclusion on the Government's bidders mailing list. All
information submitted should be detailed, complete and should address
the performance capabilities listed below, i.e. state whether your unit
meets each characteristic as described. The minimum performance
requirements of the refrigeration unit shall be as follows: Cooling
capacity greater than 30,000 BTU/hr at 120 degrees F ambient and 43
degrees box using 50 HZ power. Heating capacity shall be greater than
15,000 BTU/hr at -20 F ambient using 50 HZ power. Capable of monitoring
and recording the internal air temperature allowing at the warmest
location of a 8 feet 6 inches by 8 feet by 20 feet insulated shipping
container. Display air temperature on a circular 7 day chart recorder.
Accuracy of chart recorder and temperature sensors within 1 degree C
over the temperature range of -10 to 30 degrees C. Cool air supply exit
at floor level, and return air to the inlet near the ceiling. Maximum
power consumption of less than 15kw at 120 degree F and 43 degree box
using 60 HZ power. Electrical power of 3-phase, 208 VAC, 50/60 HZ
provided by contractor panel. Utilizes 50-AMP, 250 VAC, 3-phase male
plug, Hubbell part No. CS8365C, to interface with a 50-AMP, 250 VAC,
3-phase, female receptacle, Hubbell part No. CS8369. Mounting
dimensions not to exceed the ISO 1496-2 container envelope with a
maximum depth of 17 inches. Weigh no more than 1,250 pounds. Capable of
operating in the open air with full exposure to the sun in an ambient
temperature range of -29 degrees C to 49 degrees C (-20 degrees F to
120 degrees F). No degradation by continuous operations, transport and
exposure to 75% relative humidity at 35 degrees C (95 degrees F).
Operate at altitudes ranging from sea level to 10,000 feet mean sea
level (MSL). No degradation when exposed to rainfall levels of 0.024
inches/minute (0.6 millimeters/minute) per at a frequency of occurrence
rainfall rate of 0.5 percent. Withstand exposure to wind levels of 43
knots (22 meters/second) at a frequency of occurrence wind rate of 1%.
No degradation when exposed to sand and dust levels of 6.62 X 10 to
the -5 exponent pound/cubic foot (1.06 gram/cubic meter) at wind speeds
up to 35 knots (18 meters/second). No degradation by long-term exposure
to airborne moisture containing up to 5% salt by weight. The exterior
structure shall not permit water accumulation in pockets, creases,
fissures, etc., causing structural damage upon freezing. No degradation
by transport in the open air with full exposure to the sun in an
ambient temperature range of -29 degrees C to 49 degrees C (-20 degrees
F to 120 degrees F). Withstand an 8.3 PSI ambient pressure differential
developed in 0.5 second, without any part becoming a projectile. No
degradation from ultraviolet light which affects serviceability during
its 15 year service life. When configured for transport, capable of
withstanding shock loading in the vertical, transverse, and
longitudinal directions of plus or minus G equivalent static load, and
capable of with standing vibration loading in the vertical direction
of plus or minus 9 G equivalent static load, and in the transverse and
longitudinal directions of plus or minus 4.5 G equivalent static load.
Capable of long-term storage in an ambient temperature range of -29
degrees C to 49 degrees C (-20 degrees F to 120 degrees F). Capable of
shipment by air, sea, rail, and ground transportation. Capable of
being ground-transported for at least 30 miles over a hard-packed dirt
road surface. Positive latches shall be provided for refrigerator unit
doors. Capable of withstanding the stresses of forklift movements.

given a copy of the solicitation. An Ombudsman has been established for
the acquisition. The purpose of the Ombudsman is to receive and
communicate concerns from potential offerors when an offeror prefers
not to use established channels to communicate his concern during the
proposal development of this acquisition. All potential offerors should
use established channels to voice concerns before resorting to use of
the Ombudsman. The Ombudsman will communicate certain offeror's issues,
disagreements and recommendations on this acquisition into proper
channels. The Ombudsman's role is not to diminish the authority of the
Program Director or the Contracting Officer, but to advocate an
