The Air Force Flight Test Center (AFFTC) Advanced Range Instrumentation Aircraft (ARIA) has a requirement for multiple Aircraft Earth Stations (AES) compatible with the INMARSAT Aeronautical Standard. The AES's shall be Class 3 INMARSAT Aeronautical Systems as defined by the INMARSAT Aeronautical Services, System Definition Manual (SDM). The system must be capable of multi-channel full duplex secure and non-secure communications. The system shall allow for up to 5 channels of simultaneous Circuit Mode communications and one channel of Packet Mode communications through the INMARSAT satellites. The Circuit Mode channels must be capable of Circuit Mode Voice and Circuit Mode Data applications (INMARSAT Aero SDM CN-11). The AES Circuit Mode channels must be capable of supporting up to 9.6 KBps Clear Voice, 4.8 KBps Secure Voice, 9.6 KBps Group III Fax and V.22bis computer to computer communications. The contractor shall have a clear and demonstrable upgrade path for the Circuit Mode channels for 9.6 KBps Secure voice and V.32 bis computer to computer communications. The system shall be capable of global coverage from 80 degrees North to 80 degrees South in latitude. The system equipment must be capable of operating normally in an airborne environment and consist of modular components which will be mounted into standard 19'' equipment racks. The AES shall interface and operate with both the Carousel IVe and Litton 92 INS's. The antenna system must be supplied with engineering design or test data to validate its electrical performance and it's aerodynamic integrity throughout the flight envelope of the ARIA aircraft. Aircraft modification design, system engineering, installation, INMARSAT access approval and commissioning support will also be required. Training of operations and maintenance personnel on the installation, operation, maintenance and removal of system components will be required. The SIC code is 3663; size standard is 750 employees.
