Step one of the two step will be a request for technical proposals only. The request will contain the SOWS and technical evaluation criteria along with technical exhibits. The proposals will be evaluated against aforementioned technical criteria. Only bids based upon technical proposals determined to be acceptable, either initially or as a result of discussions will be afforded an opportunity to submit pricing during step two of the two step procedure.
