Sandia National Laboratories, ATTN: G. Steven Sultemeier, MS 0218, P.O. Box 5800, Albuquerque, NM 87185-0218

70 -- ADMINISTRATIVE INFORMATION ARCHITECTURE SYSTEM SOFTWARE POC Boris Starr, phone no. (505)845-8066 or by fax at (505)845-9365. Responses to this notice will be used to develop a source list for a Request for Quotation (RFQ) which we anticipate will be issued in mid 1995 for a Sandia National Laboratories (SNL) procurement. SNL is one of the nation's largest and most diverse research and development laboratories. Sandia Corporation, a wholly owned subsidiary of Martin Marietta Corporation, manages and operates SNL for the United States Department of Energy. Sandia's mission is to provide scientific and engineering solutions to meet national needs in nuclear weapons and related defense systems, energy security, and environmental integrity, and to address emerging national challenges for both government and industry. Sandia is also developing a manufacturing role as it assumes increasing production responsibilities for non-nuclear components. Sandia is interested in looking at alternatives to its mostly in-house developed and maintained suite of administrative IBM mainframe applications. We are interested in modern, integrated, turn-key applications that address our business needs in areas such as: Manufacturing; Acquisition & Materials Management; Financial; Program/Project Management; Human Resources; Payroll; Facilities; Logistics, including Property Management; and Environmental Safety & Health (ES&H). It is Sandia's expectation that as the alternative applications are implemented there will be gains in flexibility, ease of maintenance, and the introduction of any industry best practices that may be inherent in the software design. Sandia's business processes operate under the general constraints imposed on federal contractors through flow-down requirements of the Federal Acquisition Regulations, Cost Accounting Standards, OMB regulations, and other requirements. The following is a summary of the Sandia Information Architecture that is being put into place. The suggested environment under which the desired suite of applications would operate is Open environment client/server. Particular interest in 3-tiered (presentation, function, and data layers) implementation; Multiple, open systems desktop environments. Particular interest in Windows, Mac and Unix; Easy interface and integration with Mosaic viewers and personal productivity tools (word processors, spreadsheets, graphics packages); Integration with e-mail; Integration with and support for electronic commerce: EDI, electronic forms, and workflow; Integrated relational data base and data warehouse with fully documented data base schema; Application development tool set; Transaction processor plus batch facility; and Support for configuration management and automated software distribution. Interested systems integrators and suppliers of application software who can address the business and architecture needs discussed above are invited to furnish five (5) copies of a written response to this notice to Sandia within fifteen (15) calendar days from the date of this CBD notice. The response should include a description of the supplier's ability to meet the needs discussed above as well as providing information on: Assistance in contacting and visiting clients with business needs similar to Sandia's who have implemented the supplier's application software; Typical timelines and resources needed for implementation; migration/implementation strategies; Training, support; Security issues; Operating considerations (also internal people resources needed); Options for tailoring applications and impact on maintainability; Integration with other vendors' application software; and Handling of historical data. Any information furnished should not be company sensitive or proprietary. Submit all documents to Sandia National Laboratories, ATTN: G. Steven Sultemeier, MS 0218, P.O. Box 5800, Albuquerque, NM 87185-0218. (072)
